These include a survey of the importance of Arabic as the language of revelation, principles of textual interpretation to be applied to the Qurʾan and prophetic Traditions, techniques for harmonizing apparently contradictory precedents, legal epistemology, rules of inference, and discussions of when legal interpretation is required. The author illustrates his theoretical claims with numerous examples drawn from nearly all areas of Islamic law, including ritual law, commercial law, tort law, and criminal law. The text thus provides an important window into both Islamic law and legal thought in particular and early Islamic intellectual history in general.   The Arabic text has been established on the basis of the two most important critical editions and includes variants in the notes, while the English text is a new translation by a leading scholar of Shafiʿi and his thought. Joseph E. Lowry is Associate Professor of Arabic and Islamic Studies at the University of Pennsylvania. His books include Early Islamic Legal Theory: The Risala of Muhammad ibn Idris al-Shafiʾi. His research and publications focus on the Qurʾan, Islamic law, and Arabic literature. Before becoming an academic he was an attorney in private practice in Washington, D.C.

User friendly text that covered variety of topics within Latino/a Politics

I used this book in my Latino/a Politics course and students responded well to it. I used the text to get themes and topics on contemporary Latino/a politics including voter behavior, attitudes about the population, and Latino/a attitudes with regards to the concept of American-ness. The selected chapters were well received and prompted dynamic discussion. Student appreciated the breadth of topics covered by the text while I enjoyed the discussion questions and summary points of each chapter. Would highly recommend it for an introductory or advanced course!

Amazing, timely, and important contribution

America’s demographic are changing and with this change must come a broader analysis of the political values and behaviors of non-white Americans. Yet, until recently, this was not seen as important in the academic discipline of political science. This book not only traces the exclusion of Latinos from the discipline of political science until the 1970s, but it remedies this situation by building on the steady growth of research that examines the political lives of the nation’s largest ethnic and racial groups—Latinos. As Affigne, Hu-Dehart and Orr state in the introduction, the research in this book helps everyone deepen their “understanding [of] a segment of the American population whose continued political incorporation is intimately tied to the future of the country….”

This edited collection of research, which grew out of papers originally presented at the “National Conference on Latino Politics, Power, and Policy” at Brown University in 2009, begins with Professor Affigne asking the simple and profound question: “Why have the political lives of millions of non-white people been so thoroughly marginalized within the formal study of American politics?” He continues, “How could it possibly be the case that political opinions of disenfranchised people would be identical to those who enjoy the full fruits of citizenship and social privilege?” Utilizing the Latino National Survey of 2006, which is an original data set of 8,634 respondents on topics ranging from political knowledge, demographics, civic engagement, education, race, discrimination, religiosity, electoral participation, party identification, representation and more, this book provides insights into the political behaviors and attitudes of Latinos. This book should be read by anyone who wants to understand Latino politics. Furthermore, because Latinos are an increasingly important segment of society, it is also a must-read for anyone who seeks to understand American politics as well. It is an amazing, timely, and important contribution to political science scholarship.

Jon B. Gould is Associate Professor in the Department of Administration of Justice at George Mason University, where he also teaches in the School of Law. He is a former U.S. Supreme Court Fellow and is the chair of the Innocence Commission for Virginia, a nonprofit, nonpartisan organization helping prevent wrongful convictions in Virginia. The Kurds, who number some 28 million people in the Middle East, have no country they can call their own. Long ignored by the West, Kurds are now highly visible actors on the world's political stage. More than half live in Turkey, where the Kurdish struggle has gained new strength and attention since the U.S. overthrow of Saddam Hussein in neighboring Iraq.

Essential to understanding modern-day Kurds—and their continuing demands for an independent state—is understanding the PKK, the Kurdistan Workers’ Party. A guerilla force that was founded in 1978 by a small group of ex-Turkish university students, the PKK radicalized the Kurdish national movement in Turkey, becoming a tightly organized, well-armed fighting force of some 15,000, with a 50,000-member civilian militia in Turkey and tens of thousands of active backers in Europe. Under the leadership of Abdullah Ocalan, the war the PKK waged in Turkey through 1999 left nearly 40,000 people dead and drew in the neighboring states of Iran, Iraq, and Syria, all of whom sought to use the PKK for their own purposes. Since 2004, emboldened by the Iraqi Kurds, who now have established an autonomous Kurdish state in the northernmost reaches of Iraq, the PKK has again turned to violence to meet its objectives.

Blood and Belief combines reportage and scholarship to give the first in-depth account of the PKK. Aliza Marcus, one of the first Western reporters to meet with PKK rebels, wrote about their war for many years for a variety of prominent publications before being put on trial in Turkey for her reporting. The guerrillas of the Kurdistan Workers Party, known by the initials PKK, are stuck in the mountains, literally and figuratively. The Kurdish rebels know every mile of the rough peaks and deep gorges along the borders of Iraq, Turkey and Iran. They have cliff-side bunkers, black-market supply routes and plenty of ammunition. What they lack is a path forward.

This fall, the PKK made a series of bloody raids into Turkey from its hideouts in northern Iraq, killing dozens of Turkish soldiers and practically daring the Turkish military to mount a large-scale, cross-border retaliation. This situation is precarious not only for the rebels, but also for U.S. forces. The Turks, who have massed tens of thousands of troops close to the Iraqi border, have been pressing the United States for years to crack down on the Kurdish independence movement. The U.S. military, however, has little to gain from opening a new front in Iraq. Twice in the past six months, the tensions have threatened to blow up into a full-scale war involving Turkey, Iran, Iraq and the United States -- the only question being exactly who would be allied with whom.

How this came to pass is the subject of Aliza Marcus's timely book on the PKK and its imprisoned leader, Abdullah Ocalan. A former correspondent for the Boston Globe and Christian Science Monitor, she draws on eight years of experience covering the Kurds and a vast reservoir of interviews with PKK fighters.

Blood and Belief begins with the formation of the PKK in 1978 by disaffected Kurdish students in Turkey. Ocalan's own beginnings are somewhat comical; his marriage to the daughter of a middle-class politician, he once said, was proof of his ability to withstand any hardship the rebel life had to offer. But his guerrilla career was anything but funny. In the 15 years after the PKK launched a separatist war against the Turkish state in 1984, the fighting claimed some 35,000 lives, mostly poor Kurds in southeastern Turkey. In 1999, the United States helped Turkey arrest Ocalan, who had fled to Italy and Russia and was finally captured in Kenya. Since then, the few thousand PKK fighters left in the mountains have stumbled between cease-fires and ultimatums, unable either to cut ties with their jailed leader or to figure out exactly what to do next.

On a recent journey to a PKK outpost inside northern Iraq, I found the rebels living in psychological as well as physical denial. "Why does everyone call us terrorists?" one Kalashnikov-toting Kurd asked. "The Turkish government has given the Kurds no rights, no schools, no language. We have a right to live in freedom."

The Kurds surely have a cause, but the PKK's disregard for civilian lives has put them on terrorist blacklists both in the United States and in the European Union. The guerrillas hint that they would stop fighting if offered a blanket amnesty. But they show no savvy about how to improve their image, especially their cult-like devotion to Ocalan.

Marcus's book helps explain this, too, by chronicling the horrifying business of the PKK's consolidation of power. Her account of Ocalan's quest to become the sole voice of Turkish Kurds is the first of its kind in English, describing the PKK's savagery toward groups that should have been fellow travelers in the fight for Kurdish rights. Ocalan shared the penchant of dictators around the world for killing any perceived rival, at times discrediting or executing even his most able lieutenants. It's an achievement of Blood and Belief that despite the bloodletting, Marcus still generates empathy -- not for the murderous Ocalan, but for the desperate Kurds who joined the PKK revolution feeling they had nowhere else to turn.

The book is not always an easy read. It suffers from the lack of a decent map, and sometimes the narrative becomes disjointed among all the changing names and factions of the PKK. On the other hand, Marcus is compelling as she describes the PKK fighters who continued with the cause, believing it was greater than Ocalan's obvious flaws. She conveys the trapped feelings of Kurdish boys and girls who train under a mural of Ocalan's face painted on a cliff. And she brings home the most important point: The PKK hasn't been rousted from its mountains in two decades of fighting, and there's no reason to think another Turkish incursion will bring the rebels down.

Excellently written and researched

In "Blood and Belief", Marcus provides a thorough overview of the PKK from its origins in the chaos of 1970s Turkey through the capture of Öcalan in 1999. The next 8 years are much less thorough (fitting into one chapter), but the book nonetheless provides an excellent foundation for understanding the PKK and the relationship between Kurds in SE Anatolia and the Turkish state.
The strength of this book is its use of interviews with former PKK members. These interviews do not paint a positive picture of the PKK- in fact, they completely remove any of the romanticism that could be associated with 'freedom fighters' in the minds of some. The brutality of both the Turkish army and the PKK (including the latter group's general disregard for human life, even that of its own members) is portrayed in detail. Marcus does not need to label the PKK as a terrorist group; this is a political designation that creates black and white distinctions, when in reality the situation is far more complicated. By presenting the situation in all its brutality and presenting the facts impartially, Marcus allows the reader to make the moral judgement on the PKK- its origins, methods, and goals.

Critique of The War on Drugs and its impact on the rural poor

I really like this book. Garriott conducts research in rural America and shows the ways in which meth users are stigmatized and criminalized and do not receive adequate services. So many pieces criticizing the 'War on Drugs' focuses on 1980s and 1990s inner city drug use & incarceration (mostly crack and heroin), and meanwhile, large swaths of rural America are experiencing financial and social devastation (AND IT'S HAPPENING NOW... IN FULL SWING). The author interviews townspeople and conducts observations of court hearings over a 2-year period of time and follows the stories of a variety of people who have been arrested either for selling drugs or committing crimes (mostly theft) that had in one way or another been linked to meth use.

He introduces the term 'narcopolitics' to show how the policing of drug users is largely (and tragically) achieved through local townspeople who are coerced into doing a lot of the surveillance (teachers, pharmacists, parents, neighbors) and even meth lab cleanup (park rangers, adopt-a-highway volunteers). He shows the tremendous burden this places on poor communities and perhaps the even greater burden of turning neighbors against one another. One of the most interesting parts of the book are his descriptions of the role that the local factory farms (poultry factory) play in all of this. It is one of the few places where people can obtain work if they have a criminal record, and yet, it also performs regular drug screening, which leads to a high turnover. Several of his interviewees report that they first started using meth at the poultry factory, both because it's a 'drug scene' and also it's a way to cope with the horrible work conditions. One woman develops a seizure disorder while working there.

His main point is that over time, the label 'meth addict' has become synonymous with 'criminal' in the eyes of professionals and the public. On the one hand, people have a lot of compassion for meth users, because it is regarded as a very addictive drug. And yet, ironically, when these people are arrested, their claims of addiction typically lead to harsher sentences - they basically can't win. If they don't claim to be addicted, they're pegged as lacking remorse. If they claim addiction, they're made out to be beyond help and/or a religious fanatic (both the 12 steps and born again Christianity is described and recorded through testimonies in court).

I think the book is clever and theoretically interesting. When I've used it in undergraduate courses, the students are more drawn to the stories of the individuals. From this angle, I would say the one shortcoming of the book is that the most engaging stories occur in the last 2 chapters of the book. One discusses a local drug dealer whom was both resented and also protected by townspeople, mainly because his family members were prominent in the community. The other story is about a woman who has escaped the clutches of addiction but the only kind of work she can get is serving as an example of what *not* to do with ones life (her mentions the Scarlet A for Addict). In a very interesting and entertaining portion at the end, he describes this woman's presentation to the local high school, in which she relays gritty details of what it's like to be arrested and put in jail, much to the dismay of the teacher, who is expecting her to lecture on the evils of drugs themselves. It's a striking example of the conflation between criminality and meth addiction.

The next time I use this to teach undergraduates, I probably won't assign chapters 2-4, because I seem to lose the class towards the middle and some don't make it to the intriguing parts toward the end. I'm very thankful for this research project and the author's careful thinking and writing about the matter!

With vocal public figures such as Malcolm X, Elijah Muhammad, and Louis Farrakhan, the Nation of Islam often appears to be a male-centric religious movement, and over 60 years of scholarship have perpetuated that notion. Yet, women have been pivotal in the NOI's development, playing a major role in creating the public image that made it appealing and captivating.

Women of the Nation draws on oral histories and interviews with approximately 100 women across several cities to provide an overview of women's historical contributions and their varied experiences of the NOI, including both its continuing community under Farrakhan and its offshoot into Sunni Islam under Imam W.D. Mohammed. The authors examine how women have interpreted and navigated the NOI's gender ideologies and practices, illuminating the experiences of African-American, Latina, and Native American women within the NOI and their changing roles within this patriarchal movement. The book argues that the Nation of Islam experience for women has been characterized by an expression of Islam sensitive to American cultural messages about race and gender, but also by gender and race ideals in the Islamic tradition. It offers the first exhaustive study of women’s experiences in both the NOI and the W.D. Mohammed community.

Dawn-Marie Gibson is a Lecturer in Twentieth-Century U.S History in the Department of History at Royal Holloway, University of London.

Jamillah Karim is an international lecturer in race, gender, and Islam in America. She was formerly Associate Professor of Religious Studies at Spelman College. She is the author of American Muslim Women: Negotiating Race, Class, and Gender within the Ummah.

A Testimony to the Implications of Social Intersections

Jamillah Karim is an important American Muslim academic. Her observations on African-American Muslim experiences provide significant nuance to the complexities of a rich but often ignored culture. In Women of the Nation, Karim sheds light on the instrumental role the women belonging to the Nation of Islam had on the development of the organization. The Nation of Islam is arguably the most influential Muslim cultural group on Islam being recognized as an American religion. Although the majority of African-American Muslims are not members of The Nation, the organization’s historical importance needs to be appreciated. Through the voices of the women, Karim helps reveal how gender roles within The Nation empowered Black women in a way that was contraindicative of the prevailing white feminism-driven notions about womanhood at the time. The women still faced sexism, and the book shows how the women navigated through them.

The stories shared by the women interviewed were powerful and in many ways inspiring. The book also provides a historical touchstone to Islam and Muslim womanhood in the United States as well as the African-American experience. It also is an example of the importance of recognizing the affects social intersections like race, gender, and religion have on one's worldview and ability to affect social change. I look forward to more from Karim.
