Cultural Transformation: From Inside and Out

Culture is organic, it is a product of the lives of people in a society: a fabric formed, voices unleashed from a the textures of human emotions, yearnings, desires and struggles, but most of all part of a product of daily living. Literature, music, dance, sitcoms, comedy, murals, protests, gatherings, traditions, and so on emerge from, and reflect that culture at any time.

Throughout history, people have attempted to influence, if not define culture. Emperors, dictators, critics, museums, rich, and elites have tried to inject their larger influence and personal views to mould or change cultures. In modern day, this trend continues through many similar sources of power, and that includes democratic governments, their funding agencies, multinationals, as well as tourists from richer economies. Neoliberal policies represent one such important influence.

While Dr. Davila explores neoliberal influences on latino culture, the concepts and ideas she develops could be widely applied in emerging countries. A shopping mall in Puerto Rico may be a community and cultural center, a place for society to connect and coalesce. These have happened naturally, further removed from the original goals of shopping. More shopping malls are no longer necessary for consumption or shopping, but the government's focus on incentivizing them over other concerns such as education, gives an example of influence. Ironically these very protests happen at the shopping mall. Perhaps, the community is just looking for a place of expression, modern day social places of gathering, expression and connection. And perhaps that yearning just happened to find its way into the largely available shopping malls.

The example in the book, where street artists are now regulated and forced to use materials even from other countries, and where 'aunthentic art' has become artificial, and the original artists are unable to make a living and allow their art to grow, is an excellent example of outside elite, commercial and government attempt to define art and culture, and thereby choking it, taking away it's authenticity.

Such influence is not limited to public policy. Grassroots organizations best represent the current trends in cultural thought. They are at the vanguard of voice and change within a culture. Yet, elite individuals and institutions within a culture, such as cultural academies and museums may have an outsized influence, and therefore not only receive a large share of limited economic support, but also sometimes unknowingly squelch the very vibrant culture they purport to represent. An example of that is the struggle of grassroots organizations in New York to justify themselves, or the discussions involving the design of a museum of the American latino is well illustrated in the book.

As a tango dancer, the sections that especially captured my interest were about the influence of tango tourism on the culture and life in Argentina, and in particular Buenos Aires. While Tango is a wonderful heritage that originated in Argentina, Dr. Davila captures the tensions inherent in the way tango tourists and expatriates influence the culture, while the local people sometimes are either unaware of the global influence of tango; and even among those who are aware, they desire to 'own' the authentic tango.

Such tensions reflect modern trends and examples of neoliberal pressures and influences on cultural evolution. Dr. Davila gives us this new and sometimes troubling trend of pressures on the organic and grassroots development of cultural ideas. She does not judge, but instead presents to us the conflicts and tensions inherent in modern society. The concepts while derived from examples in latino cultures, are nonetheless widely applied to others. One could see how the ideas can be applied to other cultural expresssions such as Yoga, Eastern spirituality and Buddhism, native arts, and others; many of which are under pressure due to external influences. Traditional notions of cultural evolution is under immense pressure from often well-intentioned outside influences. It will be interesting to observe and understand how the essence and natural evolution of bottom up cultures can be preserved.
